A project involving Half Moon Bay was discussed in a presentation by Town Manager Tom Heck of Manalapan to the Hypoluxo Mayor and Town Council. The Manalapan Water Company is preparing to will be starting a project at Half Moon Bay on the Master Association property in front of Building 7020. The purpose of the project is to repair a leak in the return line from the osmosis process. The heavily salted is pumped from the mainland side to the island through a 10 inch pipe, and then into an injection well. The Florida Department of Environmental Protection has "requested" that the leaks in the pipe be prepared because the extra salt might harm the environment.
Although most of the work will be done from the point side of the water company, Manalapan will need to have some heavy equipment, trucks, and employees on Half Moon Bay property. Much of the area in front of Building 7020 will be temporarily torn up by the equipment and trucks. In addition to the 12 foot easement they already have, the Manalapan Water company will also be needing an additional temporary easement of about 20 feet by 20 feet to accomplish their efforts.
The general plan is to shut down the osmosis portion of the water company, use fresh water to clean out the 10 inch line that crosses the Intracostal, and, after assuring that the pipe can be repaired, order a new lining for the pipe. There will be about a two week hiatus waiting for the liner to be delivered. The entire process should take about one month.
This notice to proceed date for this project is July 29. Actual work commencement depends on the time it takes to get the proper permits and agreements from the Department of Environmental Protection. During the time from work start to work completion, the water being pumped to customers will not include any water from the reverse osmosis part of the plant. The very clean water from the osmosis action makes up approximately 20 per-cent of the water being distributed. While the water will continue to be safe, some residents may notice a slight change in the taste. Residents should not be alarmed.
Upon completion of the work, the contractor hired by Manalapan will be required to put our property back to its original condition. We will be mapping out the sprinkler heads before work starts, just in case some of the sprinkler lines or heads get damaged.
